AFAIK, even the dealers can't re program it. But, I've been wrong before. I suppose someone could swap the speedo for another too... I think the best way is to subscribe to carfax.com and look up the car. There should be a few records in there with mileage if you are lucky. Some state inspections show up too. You usually get to see any registrations with mileage noted and any titles issued with miles noted. At the least, you can see where the car was registered and contact that state directly for inspection info. After using carfax on my last two purchases, I would not buy a used car without checking there first. You do have to learn a little bit but after a while you can recognize a leased car from a private owner, etc. You may learn nothing, OTOH, you sometimes learn a lot. Bob
