Sounds like the logic for the cruide control is exactly backwards.  There is
supposed to be a switch(somewhere under the dash) which tells the ASC that
the cruise control is on and do not go above base boost.  Then when the
cruise is disconnected it releases that signal which will allow you to go
above base.

I'd be looking at that signal.  I've seen it documented at several web
sites.  Just google around and you'll find it.
