Yup - most of the 9-5 for '99 was leased, and a number of them are currently sitting in dealer lots, many of them under the "Certified Used" program which could explain it. I would figure that since the Certified Used program won't accept cars with over 60k miles on the odometer, that will be the break point before they can get really cheap.
