Its possible that the mechanic didn't adjust the pads properly after installing them. Sounds like the pad is binding, and not releasing properly. Check the amount of wear. Also do a Google search on this group on rear brakes - its discussed often. There is also an adjuster under the rear seat. It could also be a caliper that is sticking, or brake cables that have seized, but most likely a 'not' adjusted caliper. Seems unreasonable for the garage to want to be paid to correct their mistake..... if that's what it turns out to be.
