Major repairs have been: turbo, 5-spd trans at about 195K, (later years will last the equal of the engine with the improved bearing design and decent maintenance) and that's it. All other repairs I consider as maintenance. Still gets 26-28 mpg in mixed driving and burns no oil. The car you describe was the last and probaby the best of the 'classic' Saabs, and 16,300 miles ave/year seems reasonable, especially with the full service records. I"d go for it.
