Nope, that's how they work.  62F is pretty darn chilly (16.6C).

You can program the ACC for what mode to strat in.  Just get it the way you
like and then press and hold the top and bottom buttons in the right hand
column for 3-4 seconds.  After this the unit will default to that mode when
the car is powered on.  I prefer turning everything OFF and then setting
that as default.  It's a simple matter to hit the "auto" button if I need
HVAC.
