The standard test for a weak fuel pump - hard : start problem is to do what you did: turn it on, let the pump run : for a minute to build pressure, then try to start it. One thing I noticed this morning was that when I start the car, it runs for a few seconds, and then when the secondary air injection kicks on, it dies.
