On my 2000 9-5 wagon the storage area will go completely flat if you do the following: 1) Move the front seats forward (to make room for the next step). 2) Pivot the rear seat cushion forward and down so that it now resides in the area behind the front seats. 3) Fold the rear seat backs down as usual. With the rear seat cushion pivoted out of the way the rear seat backs will fold down completely flat. This is such a pain that I never do it. Instead, I just fold the rear seat backs down on top of the rear seat cushions causing them to slightly slant up like the other cars you've seen.
