Actually, I think I messed up. The fix for this problem requires one
click more. Second try: 

Please shut off the *MIME* for usenet posting.
Tools=>Options=>Send=>News Sending Format=> click "Plain Text" option
*THEN* click "Plain text settings"  and select "uuencode" instead of
"MIME" in the pop up window.
