I had a similar issue on my 115 TiD 93 late 1999, it occured at around 3000 rpm as a "flat spot". The cure was a mid service oil change at about 4500 miles. My opinion is that the oil is getting thick and the turbo does not spin as fast as it might. Check the air filter as well.
