Make sure that you are checking the o2 sensor while it is connected to the system. If you disconnect it, it will not be a good test. Make sure that it is getting 12V to the heater and that the heater shows continuity. Once the heater warms up, it should start showing rich then lean (rich is >0.5V and lean is <0.5V) then oscillate between about 0.2 and 0.8v. If it is still lean, it may be the AMM. Check its output by peeling back the rubber boot and seeing what its voltage output (orange wire) while idling. It should be about 2V.
