At least in the Netherlands all '99 9-3 S and SE models were fitted with CC
as standard.

But anyway, because I expect the majority of them were probably fitted with
CC, it would make sense to asume this wiring is already present. This
assumption is based on the fact that it most likely is cheaper to always use
a standard cable boom with complete wiring, even if they're not used
completely, than it is to make different cable booms for every specification
variant available.
