Follow Johannes's suggestions, but note, there was a tech bulletin on some of the older 9000's that likely might apply. Essentially, you added grounding straps to each of the rear light housings. On my '88, I took a length of 12 gauge copper wire and ran it from housing to housing, then dead center in the run, I drilled a hole in the body, just below the tail latch, and screwed it down. While this didn't fix a rear driver's side bulb, I've got a good ground, and all the lamps are of uniform brightness (i'm convinced that I need a new pictogram relay to fix my bulb, but I'm not springing the bucks for it).
