The connotation is of a semi-literate anti-government back woods type.
Not sure of the linguistic origins, but it sounds southern-US'ish
when spoken.  Think hillbilly, if that means anything at all.

Say, how's the Queen?  Tell ER I said "hey" next time you see her, wouldja?
