I have never used a torque wrench as such tools are meant for proper jobs such as heads. I believe copper washers if not too worn act partly as a locking washer so they don't need to be overtightened. The only time I had a persistent leaker was on a Citroen, new copper washers would not stop it. I finally used a composite washer meant for hydraulic applications. Many garage use unskilled people for oil changes, these people tend to overtighten everything they can put a spanner on.
