They wouldn't need to rent if they could afford to buy. Renting is a vicious circle, it will never get them on the housing ladder. High house prices is also a problem for existing owners who don't want to move; their Taxes just goes up. The decision to rent is a short term one, it's fine if your stationed somewhere on an assignment, say less than 5 years. Then buying is not worth the hassle, risk and expense.
