I believe the European functionality is the headlights and parking/driving lights turn on and off with the dashboard switch and the fog lamps work independently with regard to the headlights. That is to say you can have the fog lamps turned on with or without the headlights turned on. You can also have the fog lamps turned on with the headlights on high beam. You are correct that at least the US spec Saabs cut out the fog lamps when the high beams are used- my '95 900S did this and my '03 9-3 Arc does the same thing. The only way to defeat this is to pull the flash to pass stalk forward (and hold it) to turn on the high beams and I believe the fog lamps will still stay lit... not very efficient. I am hoping the ROW settings with fog lamp software patch will give the proper European functionality.
