Yes, all cars (not only Saab) from 96 and up have this problem more or less.
The fuel vapor recovery system is a very weak link in this whole emission reducing craze that has been going on for decades.
The EVAP system has nothing to do with the cars performance but help reduce the amount of dangerous gasses let out by cars.
It's a complex system with many vacuumhoses,a pressure switch, vacuum solenoid and shut off valve included. All of them has to be working properly at all times otherwise the check engine light comes on.
Most of the times (at least 90%) you will not even feel anything different in your cars performance but only the check engine light will be on.
It can take a lot of time and interest for a shop and technician to find and repair the problems and sometimes it is the whole gasolin tank that has a superficial crack in the plastic and the tank needs to be replaced.
Since the car runs good most of the times, the car owner might not want to spend any big bucks on repairs and so forth the shop don't want to spend long hours to find it. It's a catch 22 scenario.
Sometimes you might be lucky to find a shop that goes to the right spot right away and find/repair the problem for almost no cost at all.
You never know from time to time where to find the little leak.
