I'll bet this is an automatic transmission. I'll bet it hasn't had all of the available software updates. Even still, there is a 200RPM flare that is (according to WIS) by design for fuel economy. This normally happens I think around 2500 RPMs in 3rd gear under moderate acceleration. It doesn't happen if you are nailing it. My car does this and it's almost imperceptible.
So, I would first take it to the dealer and make sure it has all of the latest updates and the reevaluate the problem.
