Have a 99 9-3 with steering rack brace and rear sway bar. Have been running 17's for several years (Pirelli P Zero-Rossis and Sumitomo HTRS)
Much better wet and snow handling with 17's. Ride is harhser and rim damage over highway expansion joints resembling speed bumps is real risk. Expensive to replace rims. Recommend you utilize SAAB OEM rims so that you never experience out of stocks on replacements. Watch for sidewall stength (Pirellis at 87 are rather soft- puts rims at greater risk but ride is quite good.)
Aesthetically- dramatic improvement - car looked crappy with 15"s. Handling is much improved at the limits (highway speed avoidance of road hazards) - handling is more planted and secure.
Also, depending on tire rotation and tread, tramlining is much reduced with 17's on roads with good deal of camber.
Comment on shocks is true as is Dean's comment on suspension. With 17's expect bent rims. Always spin tires to check for damage during oil changes. Don't delay replaceing bad rims as bad rims may shorten wheel bearing life.
Check out tire rack for tires but buy your rims from SAABNET classified or from a dealer. Sometimes dealers have complete rim and tire sets available and these can be great deals. Stick to the OEM rims since Tire Rack may not always carry the replacement rims you need two years from now.
