Carbon build-up on cylinder heads

Just dropped my '03 Arc 2.0T 93 39K miles off at my dealer. My check engine light had come on so I brought it in. They told me I have carbon build-up on the cylinder heads and they'll have to remove the cylinders and have them ground down. They told me this has just been a problem up here in the NW(Portland) due to bad fuel. The symptons had been running rough when cold and stalling. Any one else heard of this???
I'm not happy about having my engine torn apart. Not to mention there has already been a long list of repairs on this vehicle. Is this something I can expect to pay for myself in another 40K? This is my second Saab ('99 93) and probably my last.
