The new Passenger Sensing System is a "just-in-case" measure for when very light people or baby seats are in the front. (Just like air bags were originally created for cases when people didn't where seatbelts.) It is a digital (on or off) system so if the system detects a baby seat, child or very petite person, the air bag would not deploy.
I worked on this while I was at GM so I'm quite sure I'm right, but you should verify in the owners manual what the lights mean in case the Saab system is slightly different from other GM vehicles.
