There are two principle causes for a stuck parking brake:
1 - Water gets into the cable and freezes. That can be fixed.
2 - You live in a fairly humid climate and you set the parking brake while the brakes are hot. Condensation forms on the rotor and pads as they cool and then it freezes. The pads are now stuck to the rotor and the car won't move. The only solution is to not use the parking brake in the winter. I was taught this lesson as a mere lad, btw.
