Bulb in with high beam

I just replaced my left side high beam bulb on my 03 and noticed that the little bulb that's in with it is out. The one on the right still works. Can anyone tell me what this bulb is for? It's not very bright, not even as bright as the low beam.
As a side note, I remember now why I hate changing the headlight bulbs. What a pain, and I don't have very big hands. Next time I'll just have the dealer do it. It's worth the couple of bucks if you ask me.
