This has been a thorn in my side as well. I dealt with it on my previous '01 9-5 Aero, my daughter's 2000 vert, and my current 2004 9-3SS Aero. There's nothing that I think Saab can really do except give you new bolts of the same type that are going to last 6 months until they start rusting again (been there). I've given up on Saab lug bolts, and the plastic covers in my opinion are a bandaid fix for a real problem.
Here's a "secret" that I found out by accident while looking at my wife's 2002 BMW 325xi. BMW lug bolts (at least from the previous generation of 3,5, and 7 series up to 2005 or so) are the same size and fit perfectly. Same thread pitch, length (within 1 mm or so), and seat angle. I've put them on the three aforementioned cars with no problems. I got the black (anodized?) ones and they seem to be holding up fine. I got them from http://www.bavauto.com which is where I get a lot of stuff for my wife's car.
