From memory only.
Remove black plastic "floor pan" from under the front of the car. About 8-12 Torx screws. About 2 of them are attached to the front wheel well.
Unscrew the bumper skin. Some (4-6?) are on the top by the radiator when you open the hood.
The harness is already there in a 2006 and earlier. 2007? Don't know. You also have to buy a new headlight/fog light combination switch for the dashboard.
Snap the blackcovers off (sort of a side grille extension) and put the fog lights in its place. Plug into the harness and you are set. Change the switch and have the Tech II programmed by the dealer.
For even more detailed instructions, I would have to think harder. But there are no tricks. It's possible to snap off stuff and not remove the bumper skin but it's difficult and, for me, was impossible.
