Open the file on the CD. Look for language folders, these will probably be abbreviated. English may be ENG, or may be GB (Great Britain). Open the folder most likely to contain the English language files. Look for a Install, or Setup, or other .exe file. Double click that file.
If this doesn't work, then try the old Windows 95 method and manually insert the file and folder info for the install or setup file into the RUN dialog box.
My 2006 9-3 WIS loaded correctly for me, and the bootleg disc I created and gave to my brother-in-law loaded correctly for him.
My 2006 EPC was a little bit of a challenge as it insisted on being installed in Swedish (luckily the "Back", "Next", and "Cancel" buttons are always in the same position when loading programs in a Windows )/S - regardless of language) then converted to English after loading.
