On these Sport Sedans, the wiper and turn signal "switches" are integrated into what is called the CIM module. Stands for column integration module. It controls the steering lock, remote receiver, switches, and has a built in potentiometer so the vehicle knows where you want the car to turn.
The CIM is not too difficult to remove, after removing the wheel and airbag which is held on by metal clips to the wheel. Use care when removing the connector for the cim, they can break.
Really if you need a new CIM/switch you have to replace the entire unit ($$$). Last one was about $600 for the unit from Saab, plus R&R, plus programming to the vehicle and the keys to the new module.
