If it's a 2004, and has the DRLs set on, then it's entirely possible that you do have Xenons, and with the original capsules. As Xenon "capsules" age, the various salts ("Halides") that are inside the capsule deposit on the interior surface of the arc capsule. This creates a milky white appearance that can eventually block a LOT of light from the capsules.
I had a 2002 9-5 Arc with the Xenons, and that's exactly what my issue was with them. Swapping out the capsules at least doubled the apparent light output.
EEuroparts has the replacement capsules for yours (D2S). About $99 each. Really...
If you get them from someplace else, get the D2S (not D2R, not D1S, etc...) 4300K capsules. Don't be tempted by the "bluer" or higher "K" capsules.
As for whether you have the Xenons or not, if you do, there will probably be a warning sticker on or near the headlight under the hood warning about the high (potentially fatal) voltages. Don't pull the rear cover off with the lights on. The leveling may be a sign that it has the Xenons. Best to have someone turn the lights on while you watch them. Halogens will simply come on, but Xenons tend to flare brightly at the beginning, when the arc is first started, and then the output drops noticeably.
I think it was only the 2002-2005 9-5 that made identifying the Xenons vs Halogens easy, with two completely different arrangements.
