Unlike the old DOT pattern that creates a "hot spot" about 50 feet down the road, recent Saabs use the European beam pattern that sends out a uniform spread with a pattern that's sloped upward to the right (or left, for Britain, etc.) It does a better job of illuminating signs or people on the side of the road, but appears less bright on the road itself. I've used European headlights off and on since the 1970s, and found this always to be the case. Headlights with this pattern used to be technically illegal (when you bought them, the box said "motorcycle or off-road use only"), but some time around the turn of the century, that was changed.
You speak of self leveling - that is only on the Xenon headlights, not the standard halogen headlights, and even the Xenon can be adjusted. But note that adjusting the lights "upward" will not increase the amount of light on the road, because most of the light coming out is already aimed up and to the right. Adjusting it down slightly might even be more effective for you.
