Dealer tech showed me his "ultimate windshield cleaning" technique: Any old glass cleaner and a razor blade. I have a little plastic gizmo that holds onto a single edge razor blade so I don't cut myself (the tech just holds the blade, and he doesn't cut himself either). Works like a charm on tree sap, bug remains, and just plain dirt. Maybe it will also clear off your "weird build up".
