Check to make sure all of the vacuum supply pipes are ok. There are 2 sources of vacuum for your brake booster. 1-Engine, 2-electric vacuum pump.
The Vacuum pump is needed when engine is not producing a lot of vacuum (At cold start up, and under boost, etc..)
There have been issues with the pipe going to the vacuum pump (on air cleaner side of engine compartment) There is a sensor and check valve on the pipe. The sensor is what senses the vacuum in the system and triggers the vacuum pump on or off. If none of the vacuum pipes are broken, then I would suspect that pipe (faulty sensor)going to the vacuum pump. The new replacement pipe has been improved by SAAB. They added one more check valve in the pipe.
Note: you also need to make sure the vacuum pump works. Tech2 can be used to activate the pump.
