stuck hood...

latch does not seem to be doing anything. not sure if the cable is stuck or broken.
what is supposed to move on the mechanism to allow the hood to open? i can't tell in looking from the front of the grill. i can see the piece with the black rubber pads on it that is attached to the hood. i can move this piece but nothing is releasing. what do i need to pull in order to release?
