The wheel is centered by adjusting the tie rod ends equally. Normally the steering shaft is splined so that the wheel can only be installed one way - the wheel needs to be centered when the steering rack is centered, then the alignment can start from there.
Aligning the wheel is the FIRST and the LAST step in doing an alignment. Start with the wheel centered, perform alignment, recheck centering.
