2003 Headlight Washer Repair

Earlier in the winter, the right (passenger) headlight washer on my 2003 9-3SS Linear must have popped up and away. The body colored cover and part of the valve actuator are missing. The fountain I get when I wash the windshield is somewhat entertaining; but it is getting old. My dealer's quote for parts and labor was extreme; so I found used parts online. Now that it is warmer (some of the time), I am ready to tackle this job.
I would appreciate any guidance on how to do this. Do I have to go in through the wheel well and remove the liner?
