Purpose of Lower skid panels

I have a 2000 9-3se that recently the lower skid panel under the front bumper cracked. I have heard that they help keep the engine clean and cool but I also heard they kept water out because if water got under it, it could make the power steering go out. I need to know how urgent it is for me to get this replaced or if it is necessary at all. Can someone please let me know what the purpose of the black plastic skid panel under the front bumper is for. Thanks.
