No, it is not fading, it is wear and flaking off of the logo. It is painted (or some type of decal) on the chromed plastic of the badge itself. Over time and exposed to the sun, rain, and elements, it starts to flake off until it is all gone leaving just the badge.
That is why the protector adhesive disks you can buy put a clear, thin plastic "cover" over the painted portion of the badge to protect it.
