Fuel gauge flip-flops when tank is full

Out of the blue, my fuel gauge now intermittently drops to 0 and the gas light comes on -- but only while the tank is full. Gauge will flip-flop (full to empty to full to empty) in a completely random pattern as I drive. After I've used some gas (a few gallons), this behavior stops and returns to normal. Flip-flopping continues when I refill with gas.
Any ideas? No, I am not overfilling the tank.
