I suppose the unibit will work fine.
A hole saw would be another.
When I hear "hole punching tool" I think of a pair of dies, where you first drill a pilot hole, place the two dies on each side of the bumper with a bolt passing through the three, and tighten until you punch a hole.
Certainly the cleanest and most precise, perhaps not required if you're careful with other methods.
