Although the car has 12 volt battery the normal voltage of a battery at rest is about 12.5. But in order to charge the battery the alternator must raise the voltage to at least 13.5 volts to actually charge the battery. In reality most of the time when the car is running, which is when the headlights are in use, the system voltage is over 14 volts topping out around 14.5.
Most light bulbs in the system are rated at 14.8 volts. The Saab bulb regulator system helps by bringing up the voltage to ensure good headlight brightness.. A great idea on paper but they just went a little too far for good bulb life.
