I do not pretend to know what is going on with your system.
It reminds me of an issue I had with an old Plymouth minivan, which had a Mitsubishi V6 in it. The heater produced less and less heat into an especially cold winter. Fluid level in the radiator was fine, not dropping. Changed the themostat, very easy in that engine, no change. The coolant was clean, no oil in it. The oil was clean, no coolant visible. Finally gave and took it to the stealer.
It was a a head gasket in spite of no fluids mixing. The exhaust gas was venting into the cooling jacket. The exhaust gas change the circulation of the fluid suffiently that the flow to the heater core was reduce to a negligible amount.
I was lucky. Because the oil had no coolant in it, all bearings, rings, etc. were still good. Changed the head gasket, and, voila, Heat!
With the Saab, you can see the coolant tank well enough. But, you cannot see the radiator level itself.
You do not say anything about fluid loss, or not, oil in the tank, coolant in the oil, white plume out the exhaust, miles on the car, whether the coolant has been changed in the past, yada yada.
My own fear on this engine would be that an aluminum block and head are susceptible to warping if overheated. Other damage is possible.
I'd be headed to a good professional indy or dealership mechanic. Just my $.02.
