The sill panels are mostly held on by clips from the bottom. The SAAB part# is 90 138 810. There are little screws that hold them to the rocker.
The ECM watches the front O2 sensor when the SAI pump is running and is looking for a lean condition indicating that fresh air is being pumped into the exhaust. I can't imagine how being in the garage or out would affect that. Oh well. It's not a good idea to run a car in a closed garage;)
