All car manufacturers has to sign a deal with the devil if they want to sell cars here and you never know what hoops they have to jump through at any given time to get a car certified for US market.
Sometimes a certain quota of cars has to follow stricter rules so that other cars can fly under the radar.
Think of the 94 900 convertible that they had to hurry up and build before close of 1993 before the passenger air bag requirement went into effect with 94 on built cars.
The SAI system on the 2003 model was probably something demanded before they had ironed out some other agreement and that the cars could do without it on later years.
EGR system are the same way. Some years and models have them, other don't.
I think 1982 900 was the only year that had EGR system first and then it disappeared until 1990 and 91 when it was brought back but it was fought back in CA so they could remove it under a recall for CA cars alone. But 90 and 91 900 in other States are not eligible to have it removed.
That's why my comment about deal with the devil. It's not much rhyme and reason behind what happens behind closed doors.
