The best would be to measure crankcase pressure/vacuum at dipstick tube using the Volvo special tool 9997226 or any other high sensitive (+- 0.7 kPa) vacuum/pressure gauge. You can't use your old fashioned intake vacuum gauge.
That would give an answer if it is in fact pressure in the PCV system.
I have one 03 with high pressure (+0.2 kPa) and it tends to leak oil out here and there.
On a normal B207 engine you should see about -0.6 kPa with warm engine, idling and A/C off.
I have been trying to figure out how the PCV system work on these engines but have not had any luck looking through EPC.
Since these engines hardly ever fail I have not had a reason to disassemble one.
Do you have a P/N for that breather valve you mention?
Piston ring blowby can also overpowering a perfect PCV system so it might not be an easy fix.
