This problem is caused when the tech does not correctly install the special
tool to hold water pump gear and it moves allowing the balance shaft chain to have slack. When the chain gets slack the spring assisted balance shaft chain tensioner plunger pushes out on the tensioner chain guide. The plunger has teeth on it that does not allow it to go back in once it comes out, making the chain very tight causing the whine. 100% caused by the tech. They should fix at no charge. I am a Tech and this happened to me once, now I make sure that gear does not move while replacing the water pump. good luck.
You must fix either way though, that chain spins twice as fast as the engine,
it can do some damage.
