MAXI fuse 23 no power

Hi, I had been having some problems with my MCC heater blower running continuously even after engine stopped. I would pull that main 40 amp orange circuit 23 at the end of the dash every time I got out of car.
Now, the fan doesn't work with good fuse plugged in.
There is not any voltage at controller, fan and even at the fuse block where 23 plugs in?
So how can I trace that back to the battery? Where does the fuse block at the end of dash get its power source?
Any ideas would be great.
