Since you write Viggen I assume it is the old generation 9-3 and it is better to post on that board instead.
It is multiple things that needs to be ok before the fuel computer decides to turn on A/C compressor relay.
A/C system charged which sounds to be ok.
Engine coolant temperature not too high.
Outside temperature not too low
Evaporator temperature not too low
Many of these checks are easy when you have the Saab scantool since you hook it up and read the values instead of having to dig around for each sensor.
That scantool might lead you right to the problem in some cases.
Is your outside temp sensor there and displays proper temp on SID?
Depending on your knowledge and tools, maybe you can locate the A/C relay and check for power and ground at the different pins.
