Fan won't turn off even after key is removed

I have a 2003 Saab 9-3 2.0t. A couple days ago when I got into my car I noticed that the fan was on. The fan on the interior of the car, not the fan that cools the engine. It is constantly on now and will not turn off even when I turn my car off and take the key out of the ignition. Even when the car is turned on, the fan is on the very highest setting and it does not matter where I have the knobs turned to. Even when I have it switched "off" the fan is still on the highest setting. So I've had to remove the battery terminal connector off the battery every time I get out of my car so it doesn't drain the power and die.
Another issue (which may or may not be related) is that the car alarm sometimes goes off randomly without warning. Even when the keys are hung up (not in my pocket), the alarm goes off for no reason. I've tried leaving it unlocked, leaving it locked, leaving just the driver's side unlocked, and it still does it occasionally. One night it was going off once every half hour or so like clockwork, waking up me and the entire neighborhood until it finally stopped around 3 in the morning. I mention this problem because I figure it might be related to the fan not turning off, but the fan is a new issue, the car alarm has been doing that off and on for about 3 months. That issue is not that big of a deal compared to the fan, though. I don't want to have to disconnect and reconnect my terminal connector every time I start and stop my car. What could the problem be? Thanks.
