As Swedecar says, its mainly for cold start conditions with the elevated idle (low manifold vacuum).
Have to remove the front bumper to access, dont even need to put vehicle on stands or a lift. RH front of the vehicle. Also check operation of the vacuum line pressure/vacuum switch up behind the air intake box mounted near the RH strut housing/chassis.
