Yes, when the refrigerant gets low, the vent temperature will be coldest on the drivers vent, warmer on the center vents and still warmer on the r.h. vent. Even on a fully charged system the l.h. vent will get cold the fastest but after a few miles the r.h. vent will pretty much catch-up.
Some car models are the mirror image of ours; IIRC on my sons '99 9-5 the driver's vent was the first to go warm when the level got low. It has to do with the layout of the evaporator in respect to the hvac ducting.
